Strategic Guidelines for Public Policies on Science, Technology and Innovation in Member Countries of Mercosur

Abstract
The purpose of this essay was to formulate strategic guidelines for the implementation of public policies on science, technology and innovation in the member countries of Mercosur, from the productivity indicators. The study was framed within the parameters associated with complex systemic vision. Among the results, it is considered that the monitoring and analysis of CTI is to form a true system of nations, from the operational perspective and own national realities; positioning member countries according to their indicators of productivity being registered in this order: Brazil, Argentina, Uruguay, Paraguay and Venezuela.
