The Quality of Service: Ethical Trait in The Public Action of Health Administrators

Abstract
The search for quality in public institutions is none other than developing their capacities so that the services have differentiated conditions for their use and act according to techniques and procedures for the planning, control and improvement of all organizational activities. The goal is to offer the user a service that satisfies his/her needs and surpasses his/her expectations, in order to guarantee social coexistence. The quality of health services seeks to guarantee achieving the greatest benefits for the user with the fewest possible risks, in regards to what is attainable according to the resources available for that level of complexity and marked by a system of ethical and social values. A theoretical discussion is presented about ethical action in the public sphere, highlighting as a main requisite for a harmonious relationship between public institutions and the actors involved, a true attitude of service that generates value for the future life of the communities involved.
